For installing a queue client on windows:

- you will need bash.exe, rsync.exe, ssh.exe, tail.exe and all
  dependent libraries i.e cygcrypto-0.9.8.dll, cygiconv-2.dll,
  cygintl-3.dll, cygintl-8.dll, cygminires.dll, cygncurses-8.dll,
  cygreadline6.dll, cygwin1.dll and cygz.dll.

- some environment variables need to be set
    SET QPATH=c:\Program Files\queue
    PATH=%PATH%;%QPATH%
